Revise medical malpractice suit procedures

To revise the law that requires a plaintiff in a medical malpractice lawsuit to file an "affidavit of merit" signed by a qualified health professional (as defined in the law), stating the opinion that the defendant breached the applicable standard of care that should have been expected. The bill would establish procedures and time limits for challenging either a substantive of a "formal" (technical) defect in this affidavit, and for responding to such challenges.
