Revise medical malpractice suit procedures

To revise the law that requires a defendant in a medical malpractice lawsuit to file an "affidavit of meritorious defense" signed by a qualified health professional (as defined in the law), stating the opinion that the defendant did not breach the applicable standard of care required in the case. The bill would establish procedures and time limits for challenging either a substantive of a "formal" (technical) defect in this affidavit, and for responding to such challenges.
