Extend higher deed recording fee

To extend for another five years a higher fee charged to record deeds with county clerks, the money from which goes to the state remonumentation fund. Money in that fund is supposed to be used to replace missing and inaccurate property markers that serve as the basis for all public and private property locations, but the legislature recently shifted $15 million from the fund to pay for additional government spending.
