To reduce the amount of additional discretion local governments would have to transfer money from its annual major street funding to the local street system. As introduced, the bill allowed up to 75 percent of the money to be transfered. The amendment cuts this to 50 percent, unless it gets permission from the state. Under current law the amount is 25 percent.
