Prohibit employer policies on off-work conduct

To prohibit an employer from requiring employees as a condition of employment to refrain from the use of certain legal products either on or off the job that are "demonstrated to have a detrimental effect on the health of most individuals or to contribute to accidental bodily injury" (like alcohol or tobacco), and require employers who provide health insurance to reduce the insurance deductible or provide some other financial incentive for employees who agree to refrain and demonstrate that they have refrained from the use of such products.
