Require state employee HSA option

To require the state to offer state employees a Health Savings Account (HSA) option for their health insurance. HSAs and Medical Savings Accounts (MSAs) combine a lower-cost high deductible health insurance plan with an IRA-like tax-deferred savings account owned by the employee. Routine health care expenses are paid from this account, and the employee gets to keep unexpended funds.
