Clarify parole determination rules

To establish that a prisoner who has been sentenced to "up to life in prison" (but not "life with no chance of parole") is subject to the same parole determination factors that apply to other prisoners, and the fact that the sentence is for "up to life in prison" may not negatively affect the prisoner's chances of parole.
