Expand honorarium ban

To extend the ban on the acceptance of an honorarium by legislators to also apply to statewide office holders (governor, lieutenant governor, Secretary of State, Attorney General, Supreme Court and Appeals Court judges). "Honorarium" is defined as a payment for an appearance, speech, article, or any activity related to or associated with the performance of duties as an official, except for reimbursement for the cost of transportation, accommodations, or meals for the official at an event.
