Expand honorarium ban

To prohibit lobbyists from paying an honorarium to any executive branch or legislative branch official. "Honorarium" is defined as a payment for an appearance, speech, article, or any activity related to or associated with the performance of duties as an official, except for reimbursement for the cost of transportation, accommodations, or meals for the official at an event.
