Give government loans to "outsourced" workers

To give 12-month interest-free government loans of up to $6,000 to cover mortgage payments to homeowners whose jobs have been "outsourced," and $2,400 loans to cover the car loan payments of auto-owners. The property owner would give a lien to the state in return for the free loan. The bill is part of a package comprised of Senate Bills 1235 to 1240.
