Create Detroit water system oversight board

To establish a Detroit water and sewer system review and oversight authority, with a board composed of four members appointed by the mayor of Detroit with the advice and consent of the city council, plus one member each from Oakland, Wayne and Macomb Counties. The bill does not specify any powers for the authority except "review and oversight".
