Allow university officials on "21st Century Jobs" grant committee

To establish that the law defining which public offices or positions may not be held by the same person does not prohibit an officer or employee of a state university from serving as a member of the "strategic economic investment and commercialization board" that is part of the 2005 <a href="http://www.michiganvotes.org/2005-HB-5047">"21st Century Jobs Fund"</a> law, which created a program that uses money borrowed against future tobacco lawsuit settlement receipts to provide subsidies to businesses and research projects selected by government economic planning committees.
