Ban prolonged big truck diesel idling

To prohibit the operator of a diesel vehicle weighing more than 8,000 pounds from idling it for more than 10 minutes during a 60 minute period, unless stuck in traffic, idling it for maintenance purposes, defrosting it, using the motor to power certain auxiliary equipment, etc. Emergency and public safety vehicles would be exempt.
