Revise certain crop insurance regulations

To clarify a timing provision in a state program that provides insurance to farmers against the nonperformance of grain dealers on certain sales contracts. The provision establishes that a farmer who leaves the program and then reenters it is not covered for any losses that occur for 90 days after reentering.
