To establish that an appeal by an attorney of a ruling by the superintendent of the Michigan Children's Institute (the entity that is the statutory legal guardian for such children) on behalf of a child who is a ward of the state (because parental rights have been terminated) must proceed in the same manner as a “contested case” under the state Administrative Procedures Act.
