To provide state revenue sharing to counties that prior to <a href="http://www.michiganvotes.org/2004-SB-1111">Public Act 356 of 2004</a> received such payments for county-wide authorities, such as the Huron Clinton Metroparks. PA 356 of 2004 was the legislation that advanced county property tax bills from December to July. Since it became law the Metropark funding has been in dispute.
