To eliminate a requirement that the Office of Financial and Insurance Services (OFIS) consider whether a certain level of competition and availability exists in the market for auto insurance when determining whether a particular company's rates are "excessive or unfairly discriminatory." This would give the state more authority to impose auto insurance price controls. This is part of a Democratic insurance regulation package.
