Revise appointed county election terms

To revise the law defining the term of a county executive appointed by the county board because of a vacancy. Under current law, the appointed executive's term runs until the next general election. Under the bill, the new executive would serve the balance of the unexpired term, unless the next general election is less than 182 days away and is not one at which a new executive would be elected, in which case the appointee would fill the balance of the term.
