Transfer $378 million general fund money to School Aid Fund

To transfer $378 million from the state general fund to the state School Aid Fund to make up a current-year shortfall in the latter. The legislature has appropriated more spending from both funds for the current year than the state expects to collect in taxes and fees, and the state Constitution requires the budget to be balanced each year. The bill does not specify how the gap between desired spending and expected revenues in the general fund would be made up.
