Authorize "work-based learning" for eighth graders

To require the Department of Education and the Department of Labor and Economic Growth to establish standards for counting up to 90 minutes per day of "work-based learning" by eighth grade students for purposes of meeting the state's minimum level of required instruction time. Not more than 25 percent of a school district's eighth graders could be in such a program during any particular marking period.
