Create centrally planned state energy policy

To give the Michigan Public Service Commission the mission of centrally planning the state’s “energy policy,” including setting short-term, mid-term and long-term goals for energy suppliers in the areas of energy needs, supply, reliability, and efficiency, plus the levels of "alternative," renewable and decentralized energy sources.
