To require charter school authorizing bodies to subject each charter school to a review every two years conducted by a board of five individuals who are approved by the state Department of Education and who have “significant experience” in public school administration or charter school authorization. The review would examine instructional facilities and space; faculty qualifications; libraries and laboratory facilities and space; student support capacity; and overall financial solvency. Notwithstanding this “peer review” process, as under current law parents would still be able to remove their children from a charter school at any time, and only those who voluntarily choose to would send their children to a charter school.
