Prohibit employers from urging employees not to unionize

To prohibit giving any state contracts, subcontracts, or grants to a company or organization that “interferes with or discourages unionization," including communicating in any form that that an employee should vote against unionization, consulting with other persons to advise on means to deter unionization, holding meetings to influence employees to refrain from unionizing, etc.
