Require criminal background check for foster care license

To require an applicant for a license or a renewal of a license to operate a foster care home or foster care group home, and residents of such a home who are age 18 or older, to undergo a criminal history background check; prohibit giving a license if the person has been convicted of certain sex or other crimes; and require them to notify the state within 72 hours if an adult residing in the home is arraigned for certain criminal offenses.
