To revise the system of county and local solid waste planning so as to specify and require certain additional procedures and state reviews related to future landfill space and planning. Specifically, the bill would require an annual report from landfill owners or operators and counties regarding landfill capacity; require counties to update solid waste plans every five years; eliminate an exemption from a requirement that a county must have a solid waste plan that identifies a new landfill site if it can identify sufficient disposal capacity for its needs within 150 miles, and more. The bill would allow two or more counties to create a single solid waste management plan. It would also expand Department of Environmental Quality rulemaking authority in this area.
