Create government efficiency and mandate commissions

To create a commission on government efficiency, appointed by the legislature, to collect information necessary to evaluate all operations, functions and services provided by each state agency, with the purpose of reviewing ways to make state government more efficient. The commission would have the power to compel the turning over of documents, and to subpoena witnesses. It would be required to file its determinations by June1, 2009.
