Mandate utility “efficiency” measures

To mandate that electric and natural gas utilities achieve annual incremental energy savings through energy efficiency programs that are equivalent to 0.75 percent of total sales, starting in 2010 (and lesser levels before then.) The bill gives the Public Service Commission the authority to enforce these measures, to mandate specific investments to achieve the required savings, and to undertake efficiency programs on its own. Utilities would be allowed to levy a 1.5 percent surcharge on customers, and also to pass on the additional costs of mandated efficiency programs in higher rates.
