Require local governments to use state bulk purchasing program

To require the state to open up the cooperative bulk purchasing service that it currently offers to school districts, to local governments as well. Currently, the state may provide this to locals, and in fact does, for an annual fee of between $180 and $510. The bill would change the "may" to a "shall" in the statute.
