Allow any health professional to draw blood for drunk driving test

To revise the drunk driving law to allow "any qualified health professional" to withdraw blood for a chemical analysis to determine an individual's drug or alcohol content. Under current law, only a licensed physician, or an individual “operating under the delegation of a licensed physician” may do this.
