To establish that a school employee who purchases “service credit” that allows him or her to retire early and get a full pension would not be eligible for post-retirement health insurance benefits until the regular retirement eligibility date. The bill would not go into effect unless House Bill 4107 also became law, which would replace the current traditional “defined benefit” pension system for new school employees with a “defined contribution” plan (401k type plan).
