Expand public official honoraria ban

To prohibit state elected officials from accepting an honorarium. Currently, only legislators are prohibited. "Honorariums" are payments for an appearance, speech, article, or any activity related to or associated with the performance of duties as an official, except for reimbursement for the cost of transportation, accommodations, or meals for the official at an event.
