Authorize enhanced sentence for harming animal as domestic violence

To authorize an enhanced sentence for a person who maliciously harms an animal in the course of or as a means of committing domestic violence. The current penalty is up to four years in prison; the bill specifies up to six years. See also House Bill 4741, which would specify that a person under a personal protection order is also prohibited from harming animals owned by petitioner.
