To require that when municipalities “abate a nuisance” on a privately owned property (that is, clean up or remove at the municipality’s expense an unsightly condition that detracts from the appearance or quality of life of a neighborhood), they must bill the property owner within 30 days; and establish that if the bill is not paid in 30 days, then it become a lien against the property that can be enforced in the same way as unpaid taxes (through foreclosure and eventual seizure and sale if paid).
