Revise subcontractor construction lien provisions

To establish that a subcontractor, laborer, or supplier does not have a right to a construction lien on residential projects. Under the construction lien act, a contractor, subcontractor, supplier, or laborer who performs an improvement project to a property has a lien on the property for the value of the work done. On residential projects, the bill would allow this only for the prime contractor.
