Repeal ISD lobbying and PR disclosure mandate loophole

To require Intermediate School Districts to disclose all amounts spent for lobbying, public relations and legal services, whether performed by district personnel or under a contract with another entity. Under current law only the latter must be disclosed. See also House Bill 5083, would extend to regular school districts the spending disclosure requirements that currently apply to ISDs.
