Revise “electricity choice” law

To require utility companies to own new transmission facilities that they use in their service area. This would reverse current policy, which was to encourage them to divest this part of the business, with the purpose of facilitating competition in the actual production of electricity (as distinguished from its transmission). The implementation of that policy has been minimal, due to other provisions in the law and their interpretation by the state Public Service Commission.
