To establish as a legal duty that a person at the scene of an emergency where another individual has suffered or is exposed to grave physical injury or harm must call 9-1-1 or another law enforcement emergency service, unless doing so would place the person himself in danger, or unless assistance is already being provided. Failing to perform this duty would be a misdemeanor subject to up to six months in jail and a $500 fine.
