Extend FOIA to legislative office financial records

To make an exception to the legislative offices exemption in the state Freedom of Information Act (FOIA), when the request is for information that concerns a “legislative financial record,” defined as a “legislative office budget and any other evidence of a legislative office expenditure or authorization for a legislative office expenditure” by a state representative or senator. Under current law legislative offices, the judiciary and the governor's office are exempt from FOIA.
