Authorize new youth jobs training subsidies

To authorize a new on-the-job training subsidy program for employers who hire 16-to-18 year olds and give “on-the-job training and employment orientation for employees who seek to pursue areas of study related to the particular employment,” and then pay part of the college or professional school for the young person. The subsidy would be to reimburse the employer for that scholarship. The bill authorizes $1 million from the state general fund for the program.
