Waive licensure late fees during state government shutdown

To establish that if state government shuts down (due to a failure to adopt a budget before the start of a new fiscal year), then late fees and sanctions that would otherwise be imposed on licensed professionals and businesses needing to renew their licenses during the shutdown period would be waived.
