To authorize local governments to recover emergency response costs incurred related to the release of a hazardous substance from either the owner of the property or the person responsible for the release. Responsible parties would have joint and several liability, meaning that the one with the “deep pockets” could be ordered to pay a share of the cost greater than the person’s portion of the responsibility.
