To allow a property owner seeking a permit to undertake some improvement on a parcel that contains wetlands to submit with the permit application a delineation of the wetland portion of the parcel prepared by a qualified expert, and allow the Department of Environmental Quality to accept this as determinative. Also, to prohibit the DEQ from disapproving a permit if it has not inspected the property (unless it is denied access).
