Revise certain speed limit sign provisions

To require the Department of Transportation and the State Police to poll adjacent nearby property owners when considering ordering a local government to put up or take down speed limit signs or signals on a particular road, and also notify all residents of the community asking them to contact the local clerk and convey their preferences, and then to give the same weight to these subjective preferences that they give to objective safety criteria.
