To impose state regulations on airlines regarding their duties to passengers who have already boarded aircraft that are then subject to extended delays before takeoff or after landing. Among other things the bill would require an airline to let a passenger off the plane after three hours without forfeiting any rights that come with the ticket, and require the airline to accommodate the passenger on the next flight to his or her destination. The bill would also establish a state office of airline consumer advocate to undertake investigations and enforce the bill’s requirements.
