Regulate and restrict expansion of generating capacity

To require an electric utility that proposes to construct a new electric generation facility, make a significant investment in an existing one, purchase a power plant from someone else, or enter into a power purchase agreement for a period longer than five years to get permission (“certification”) from the state Public Service Commission, which would be subject to various requirements specified in the bill. See also House Bill 5525, which mandates a decrease in energy production in Michigan.
