To require the Public Service Commission to establish and fund a permanent energy forecasting program at Michigan State University, with participation by University of Michigan econometricians, that would develop methodologies for forecasting aggregate consumption, supplies, and prices of electricity and alternative energy resources for the state and region, and for measuring the effect of environmental compliance standards, alternative energy resources, and energy efficiency programs on aggregate energy consumption, supplies, and prices.
