Expand more rigorous drunk driving penalties

To revise the prior convictions provisions that toughen the penalties and conditions for a person convicted of certain drunk driving violations. The bill would change the criteria triggering the tougher treatment from having three drunk-driving convictions in the past 10 years to having three convictions any time in the person’s life.
