Offered
by
To concur in a tribal-state gaming compact between the Match-E-Be-Nash-She-Wish Band of Pottawatomi Indians of Michigan (the Gun Lake Band) and the State of Michigan and signed on May 9, 2007. This would approve an agreement negotiated by Gov. Jennifer Granholm with the Indian tribe known as the "Gun Lake band," under which the state would get a portion of the revenue from a Gun Lake casino authorized under the federal Indian Gaming Regulatory Act of 1988 (a matter over which the state has no authority).
Referred to the Committee on Regulatory Reform
Substitute offered
by
To place toll booths on state and local roads leading to Indian casinos that do not have an agreement to share gambling revenue with the state, and charge $10 to pass.
The substitute failed by voice vote
Adopted in the House 60 to 43 (details)
Motion to reconsider
by
The vote by which the House adopted the concurrent resolution. This has the effect of not sending the measure to the Senate for approval. The House also passed House Resolution 158 on a voice vote, which means there is no indication that a majority of those elected and serving approved the measure, but only a majority of those present. The Supreme Court has ruled that a simple resolution of that sort passed by both the House and Senate is sufficient to approve an Indian casino compact negotiated by the governor.
The motion passed by voice vote
