To place before voters in the next general election a Constitutional amendment to require a three-fifths supermajority vote in both the House and Senate to raise any tax, broaden the base on which any tax is levied, or repeal any tax exemption. If a tax increase measure received the required number of votes then it would go into effect, but would also go on the ballot in the next general election, and if it were not approved by the people it would be repealed automatically at the end of the year.
