Require competitively “design-build contracts" for most road projects

To require that all road construction projects that use federal money (which is most of them), and all projects whose cost exceeds $5 million, be performed under a “design-build contract” with a private contractor and awarded by competitive bidding. "Design-build" is defined as a procurement process in which both the design and construction of a project are procured from a single entity.
